What is the purpose of Putin's changes in the government?

Russian President Vladimir Putin nominated the head of Russia's tax service, Mikhail Mishustin, to the post of prime minister for consideration by the State Duma after meeting with him,- reports the Kremlin’s press service.

Earlier Wednesday, at a meeting between Putin and members of the government, Prime Minister Dmitry Medvedev announced that the government would resign in accordance with article 117 of the Constitution. Putin thanked the cabinet for the work done and asked the government to continue the work till the formation of the new government was formed. 

Putin also announced his intention to introduce the post of deputy chairman of the Security Council of the Russian Federation and offer it to Dmitry Medvedev.

Russian opposition journalist says that Putin prepares Medvedev for the Russian presidency in 2024 and the appointment of a person from the tax service is an attempt to more justly distribute of the state budget to the various sectors.
