Moscow has completed conscription as part of partial mobilization, Mayor Sergei Sobyanin said.
“Summons sent out in the process of mobilization to the place of residence and enterprises cease to be valid,” the mayor wrote on his blog. He promised, together with the leadership of the regions where Muscovites serve, "to promote the improvement of life in military units."
Partial mobilization has been announced in Russia since September 21 by decree of Vladimir Putin.
There have been rumors lately that high-ranking officials in Moscow are unhappy with what is happening in Russia and the war in Ukraine, that there are thoughts and, possibly, plans to replace Putin. The mayor of Moscow is one of the strongest candidates who can replace Putin. Throughout the war, Sabyanin rarely talked about the war in Ukraine.
